Comprehensive evaluation of UNICEF Mexico’s 2020-2025 Country Programme Document 

At hera, we recently had the opportunity to lead an in-depth evaluation of UNICEF Mexico’s 2020-2025 Country Programme Document (CPD) (Evaluación del Programa de País 2020-2025 de UNICEF en México). This comprehensive assessment covered the programme’s implementation from 2020 to mid-2024, focusing on its four programmatic areas, their execution at federal and subnational levels, and their financial aspects. The evaluation was guided by the criteria of relevance, effectiveness, coherence, and sustainability, ensuring a well-rounded analysis of the programme’s achievements.

 

A rigorous and participatory methodology 

Our approach was mixed-methods, combining quantitative and qualitative data collection techniques.  

The methodology included: 

  • Documentary review 

  • ⁠Key informant in-depth interviews  

  • ⁠Online surveys 

  • Focus group discussions with adolescents and caregivers 

A participatory and dynamic methodology was employed, incorporating workshops to reconstruct and validate theories of change for each programme and the broader country programme. This participatory approach ensured that stakeholders were actively engaged throughout the evaluation process. 

A theory-based approach was applied to assess whether and how interventions contributed to observed outcomes. Additionally, transversal approaches such as gender equity, human rights, and inclusion were integrated into the analysis. To ensure a robust evaluation, data were collected through field visits, remote consultations, and secondary data sources.  

Scope of the evaluation   

The evaluation had three primary objectives:  

  1. ⁠Assessing the relevance, effectiveness, coherence, and sustainability of the 2020-2025 CPD, considering Mexico’s evolving context, challenges, and opportunities. 

  2. Evaluating UNICEF Mexico’s implementation strategies, including advocacy, multisectoral interventions, and alliance-building, which are crucial to the organization’s impact in the country. 

  3. Identifying lessons learned and necessary adjustments to improve the CPD’s relevance, effectiveness, and sustainability, helping to inform the design of the next country programme. 

The evaluation’s findings will directly inform the design of the 2026-2031 CPD, strengthening UNICEF Mexico’s strategic direction and presence in Mexico. The insights gained were also valuable for the UNICEF Regional Office for Latin America and the Caribbean (UNICEF LACRO), and other partners and stakeholders. 

Looking ahead 

For hera, this project was instrumental in expanding our presence and expertise in Latin America.
